From a design standpoint, it is a psychological ploy for greater intimacy, and to make you feel calmer so you stay longer. Usually, fancy restaurants will use this technique versus, say, McDonald's, who use bright lighting and uncomfortable seats to move you out more quickly.

I agree with TJM as to the WHY. Sometimes the lighting is so low you can't read the menu. Maybe they are hoping you won't see the prices.
